Conservation Commission Minutes 9/13/11
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 9/13/11
Present: Richard Andrus, David Dempsey, and Betty Pixley
The meeting convened at 6:00p.m.

Gould Farm – Rawson Rd – RDA, install low pressure pump station, gravity sewer & a force main to connect four cottages to wastewater treatment facility (D. Dempsey is the project manager)
Chris Tryon and Eric Martin were present to review the project.  The existing septic systems for the four cottages would be decommissioned.  A few trees will need to be removed to access the man holes.  The Board of Health has approved the project and is just waiting on some administrative paperwork and fees to be submitted.  DEP is involved in this project and still need to sign off on it.  The project as submitted was approved as a N2.

Kern – 4 Art School Rd – Amend OOC request (C. Blair is the project manager)
Bridghe McCracken of Project Native was present to explain the request for an amendment to the OOC for the above-mentioned property.  They are requesting to treat Phragmites which would include a complete invasive plant removal to improve the overall health and biodiversity of the buffer zone and the BVW.  Bridghe is no longer a licensed herbicide applicator but would contract this out to Vegetation Control Services.  The application is the glove method.  The amendment request was approved but the paperwork was not signed, this will be done at a later date.

Mraz – Sandisfield Rd – RDA – to construct a driveway and associated utilities to a single family home (R. Andrus is the project manager)
Mike Parsons of Kelly Granger and Parsons and Mark Mraz were present to review the project.  None of the work they are doing will have any impact on the wetland.  The project was approved as submitted as a N3.

Stevens Lake Association – DEP#230-0250 Extension request (C. Blair is the project manager)
The Commission reviewed the request to extend the OOC for the Steven’s Lake Homeowner’s Association DEP file # 230-0250.  The Commission approved the extension and the OOC now expires 11/10/14.

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 8/9/11 were approved as written.
3.  Jane Winn of Berkshire Environmental Action Team and Allison Dixon of Housatonic Valley Association came in to give a short presentation on stream continuity in the Housatonic River.
4.  Mike Parsons inquired about the Sweeney property on Bidwell Rd and 3 NOI’s that have expired.  A dock was rebuilt in 2005 and a RDA was filed then.  Ms. Sweeney’s dock needs to be rebuilt again and she wants to install aluminum, retractable dock and is inquiring as to whether or not she still has to file a RDA.  The Commission agreed that an RDA will need to be filed.
5.  The Commission reviewed correspondence received from the state regarding the unlicensed boathouse at 48 Tyringham Rd.  The applicant is going to need to refile and include the boathouse with the dock in a revised license application to the state.
6.  The Commission reviewed the Levkoff file in order to answer a request from the homeowner.
